In September 2015, the countries of the European Union seemed ready to allow Syrian refugees to cross into their borders. Prime Minister David Cameron said that the United Kingdom had a "moral responsibility" to refugees and that the country would accept 20,000 refugees by 2020. German Vice-Chancellor Sigmar Gabriel announced the next day that his country could accept half a million asylum seekers each year for several years.
