dc.description.abstractI am not here with a system . , of social or legal or political philosophy wherewith to regenerate International Law. Indeed, I doubt if we may expect one to spring into existence at once . . . . But it is something to recognize the task that is before us, to perceive the inadequacy of the theories and methods of the last century, and wherein and why they are inadequate, and to ask ourselves what are likely to be the elements of a new theory of International Law and whence a more adequate International Law is to derive its materials.
