dc.description.abstractIn September 1981 President Reagan announced a policy of interdiction of undocumented migrants on the high seas. The interdiction program involves boarding vessels suspected of carrying illegal migrants, questioning those aboard, and returning to their home country all persons determined to lack valid entry documents or colorable claims to refugee status. To date, the Reagan Administration has implemented the program only with respect to Haitian migrants, although the policy as announced was not limited to Haitians.
