Some years ago an attempt was made in the YALE LAW JOURNAL to ascertain the meaning of the term, "citizens of the United States." Recent political events have given that subject a new importance, and they are also such as to suggest an inquiry into what is denoted by another and still more important phrase of the Constitution, though used but oncethat of "the People of the United States."
