dc.description.abstractFederal expenditures for grants-in-aid have increased tenfold in the last two decades. Total outlays for federal aid programs, which amounted to 2.4 billion dollars in 1951, were estimated at 27.6 billion dollars for fiscal year 1971. The number and variety of federal assistance programs have also expanded greatly. The most recent OEO catalog of existing assistance programs lists 1019 domestic assistance programs administered by fifty-seven different federal departments and agencies.
