    Abstract
In the summer of 1970, at the peak of his national influence, Ralph Nader created a task force to investigate land resource policies in the state of California. The group's 25 members, mostly Californians, were led by Robert C. Fellmeth, a veteran Nader lieutenant who had co-authored an earlier study on the Federal Trade Commission and been sole author of another on the Interstate Commerce Commission. Fellmeth and eight additional members of the task force were attorneys; many other investigators had professional training of some kind.
