dc.description.abstractT HERE is only one way to record accurately the progress of any branch of the law over a period of time; that is to review all of the cases and statutes affecting it that have been litigated or enacted during the period. This includes all of the cases in the minor courts as well as those in the courts of appeal, unless we arbitrarily limit our subject matter to the work of the higher courts. It is not desirable to fix such a limit.
