    Abstract
In all modern industrial nations the press of technological and social change has completely revolutionized the processes of government. The sweeping range of state intervention required to maintain some sort of balance and order in society, the extreme complexity of formulating and administering that necessary regulation, the need for constant adjustment and refinement of the controls undertaken, have combined to raise the problems of modern government to a new and unprecedented magnitude.
