dc.description.abstractA couple, who for the purposes of this article shall be identified as the Smiths, a citizen and nonimmigrant student, met and began dating in 1984. By 1985 their relationship had progressed to the point that they were living together. Although the Immigration and Naturalization Service (INS or Service)' filed deportation proceedings against the alien during the same year for overstaying a student visa, the couple was probably unconcerned, as they planned to marry.
