There has been only sporadic attention addressed to the problem of conflicts of interest in representation of public agencies in civil matters. The academic literature, for the most part, addresses general issues but does not engage concrete problems. There are several examinations of prosecutor ethics but few that have gone beyond the issues addressed in the ABA Standards Relating to Prosecution.
