Abstract
The science which it is the purpose of this Association to cultivate and advance first took shape and form in the brilliant capital of the great people among whom we are met to-day. An Englishman, long afterwards, gave it its name, but Paris was its birth-place, for there, in 1625, Grotius, hospitably received by Louis XIII, when flying from his own country as a condemned criminal, dedicated to him and published to the world his de Jure Belli ac Pacls.
