Abstract
This is the second in a series of articles which examine the scientific and economic foundations of water pollution control policy as it is presently evolving in the United States. As in an earlier article, we focus upon a paradigmatic environmental control decision, often hailed as one of the high points in the American experience, to expose the premises of current policy.
