Abstract
This is a work of history - mostly, as I shall argue, very good history. But make no mistake about it, Harry Arthurs's purpose in writing this book is not in the least antiquarian, but present minded and polemical. He is out to slay a dragon. The dragon is 'Legal Centralism', otherwise known, in the classic formulation of A.V. Dicey, as the Rule of Law.
