Abstract
Foster parents play two vital roles in the modem child welfare system. A foster parent is a caregiver for the child as well as a member of a team working to provide appropriate services and support to the child and to the family of origin. Despite the importance of each of these roles, however, and unlike other members of the team, foster parents are not compensated for their labor.
