Abstract
When we examine political or legal institutions, one key criterion of their effectiveness is their ability to manage problems or disagreement within the communities over which they exercise authority. This is equally true of political institutions, such as the United States Congress, and legal authorities, like the United States Supreme Court. Each struggles with gaining public support for its authority to make decisions within a particular arena, as well as with gaining public support for particular policies.
