Abstract
It is true that Congress enacted several new pieces of civil rights legislation in the 1980s. But doing so was not easy and even these successes were not necessarily reflective of a widespread national consensus that Congress' actions were right and just. Part of the problem has been that the civil rights efforts have been defensive, rather than offensive, for the past decade, largely as a result of restrictive Supreme Court rulings.
