Abstract
I would like to sketch, with what must be savage brevity, a theory accommodating needs for both centralization and dispersal of powersharing in foreign affairs matters. I do not suggest that this is a theory consistently reflected in decision trends, but that it is one which might meet the complex objectives of the Republic.
